About Jeff Palmer
I am asking for your Support on October 28, 2026.
In 2018, I ran for City Council with two goals in mind. First, I was part of a community group that was trying to get the Rubin Block restored. Our community needed affordable housing. Second, it was important to me that Portage and Main be opened for pedestrians. Although I wasn’t elected, our ideas generated enough interest at City Hall to get those projects underway.
Now, eight years later, I am asking for your vote again. With your help I will work to ensure that the neighbourhoods of Fort Rouge - East Fort Garry continue to offer a desirable quality of life for our youth, our seniors, and everyone in between.
Cities are never finished. It is important that we pay attention to our existing neighbourhoods, making sure that we maintain the infrastructure and services that support our quality of life. With your support, I hope that the experience I have gained during my career can be put to use in our Ward and the many unique neighbourhoods that make up Fort Rouge – East Fort Garry – including Osborne Village, Earl Grey, Riverview, Lord Roberts, West Broadway, Armstrong Point, Point Road, Wildwood, and of course Downtown and The Forks.

As a long time Riverview resident, I have a history and connection with Fort Rouge-East Fort Garry. I have lived in our Ward for over 25 years and have raised a family here. We value the opportunity to walk to our grocery store, walk to the library and community centre, ride our bikes and cross country ski along the river, and take the bus downtown for family outings. In Fort Rouge-East Fort Garry, our neighbourhoods offer a tremendous quality of life, and the most diverse amenities found anywhere in the city.

I have been a professional City Planner for over twenty years. During my career I’ve worked for not-for-profit corporations as well as a consultant in the private sector. Most recently, I’ve worked with municipalities to establish a vision for their community and identify strategies for implementing their vision. Prior to this work I focused on helping to revitalize urban neighbourhoods and our downtown, building new affordable housing units and restoring heritage buildings. I’ve been fortunate to share the lessons learned from these projects with students in the Master of City Planning program over the last few years. I know that in the years ahead we will be in good hands!

Over my 25+ year career in city planning I have been fortunate to work for a number of public and private organizations that have made a difference, including Urban Systems, the Forks Renewal Corporation, CentreVenture (the City’s downtown development corporation), and the University of Winnipeg Community Renewal Corporation. I participated in worthwhile projects like the Bell Hotel supportive housing project, the restoration of Kelly House on Adelaide Street, the Merchants Corner housing and education hub on Selkirk Avenue, and the Centre Village Housing project on Balmoral Street. Merchants Corner was especially rewarding as we established a community-owned not for profit organization to own and manage the complex. I love finding new uses for old buildings.

Throughout my career I have worked with communities to develop strategies that engage people and establish a shared vision. I have learned that open and transparent dialogue, building upon common goals, is the foundation of a strong community.
